West Virginia has roughly 1.5 million acres of public land and a handful of places that carry almost all of the attention. The consequence is that a great deal of very good ground sits nearly empty, usually for one of three reasons: nobody has heard of it, the road in is gated or rough, or it is undeveloped and has nothing to advertise. Those are the places below — of them across regions.

What counts as quiet water here
Four places, and not the same kind of swimming. Lake Sherwood is a Forest Service recreation area with actual sand. Moncove Lake and Tomlinson Run are state parks whose swimming is a pool with a posted price. Summersville Lake is the biggest and clearest water in the state, where quiet is a matter of timing.
Worth knowing before you pack towels: lifeguards are not provided at either Lake Sherwood beach. For Moncove Lake and Tomlinson Run, the records describe pools, and describe the lakes as places to fish and paddle, without stating a designated swimming area in either lake. If lake swimming is the point of the trip, confirm it with WV State Parks first.
Prices below are exactly as the records give them. Where a season or an hour is missing, the agency that runs the site is named instead.
Lake Sherwood's island beach
Lake Sherwood is the largest lake on the Monongahela National Forest, 156 acres at around 2,600 feet against the Virginia line, with two sand beaches: one on the mainland and one on an island reached by a footbridge. The island beach is the quieter of the two, which is why this site leads the list. Neither beach has lifeguards.
The Forest Service runs it as a full recreation area. There are 104 individual and 10 group campsites across four loops, three boat launches, and boat and canoe rental. Eighteen miles of trail climb off the water onto Allegheny Mountain. Only electric motors are allowed, and that single rule does more for the quiet than anything else about the place.
The money and the logistics are published. Day use is $5 per vehicle or $30 for the year, and campsites run $16 to $20 in peak season. There are no electrical, sewage or water hookups, though there is a dump station on site. Bookings must be made at least four days ahead and up to six months out, so a spontaneous Friday arrival with a reservation is not possible.
Moncove Lake: a 144-acre lake and a Wednesday-to-Sunday pool
In Monroe County, Moncove Lake State Park is built around a 144-acre warm-water lake holding largemouth bass, bluegill and channel catfish. Visitation is among the lowest in the state park system, and an adjoining wildlife management area adds hunting and hiking acreage to a small park.
The pool runs Memorial Day weekend to Labor Day weekend, Wednesday to Sunday, at $6 for adults. Read the days carefully: Monday and Tuesday are not swimming days here, even in July. Camping runs April into the end of October, with limited November availability for hunters by reservation.
On the water, gasoline motors are limited to 5 horsepower, and the boat ramp has rowboat, kayak and paddleboat rental. A 5-horsepower ceiling on a 144-acre lake is why paddling here feels the way it does. No designated swimming area in the lake is described, so treat the pool as the swimming and ask WV State Parks if you want to be in the lake.
Tomlinson Run, the northern outlier
Tomlinson Run State Park is the northernmost unit in the system, in Hancock County at the tip of the Northern Panhandle, covering 1,398 acres around a 29-acre lake. It is closer to Pittsburgh and Youngstown than to most of West Virginia, one of the few parks easily reached from Ohio and western Pennsylvania, which cuts both ways when you want an empty afternoon.
The pool complex has a 182-foot figure-eight waterslide and runs Memorial Day weekend to Labor Day. Admission is $9 for ages 12 and over and $7 for younger swimmers. This is a pool complex, not a swimming hole, and the price reflects it.
The lake is electric motors only, and rowboats, kayaks and paddleboats rent Friday to Sunday, which limits midweek paddling to what you bring yourself. Trout are stocked in Tomlinson Run and in the lake in season; ask the Division of Natural Resources when. The park also has a campground, hardwood trails and disc golf.
Summersville Lake, and the trick of timing it
Summersville Lake is West Virginia's largest at 2,700 acres and by a wide margin its clearest: blue-green water in a sandstone basin, 327 feet deep at maximum. Water clarity is best in early summer before algae, which is the most actionable sentence in the whole record. Horsepower is unlimited, but no-wake and restricted zones apply, so the fast boats are not everywhere.
The shoreline cliffs at Long Point, Pirates Cove and Whippoorwill carry lakeside sport climbing and deep-water soloing, and access to some walls is by boat only. That is also the mechanism for finding quiet water: the shoreline you cannot walk to is the shoreline nobody is standing on.
For staying, Battle Run Campground is the Corps site on the lake, and Summersville Lake State Park opened on 177 acres of the north shore with three campgrounds: Overlook, Deer Run and Joe Branch. The lake is drawn down each September for flood storage, which feeds the Gauley releases and exposes beaches, changing both the shoreline and the base of the cliffs. Late-season swimming is a different lake from the one you saw in June.
Fees, seasons and the questions nobody answers on a website
The published prices across these four amount to this: $5 per vehicle or $30 for the year at Lake Sherwood, with campsites at $16 to $20 in peak season; $6 for adults at the Moncove Lake pool; $9 and $7 at the Tomlinson Run pool. Nothing is published here for swimming at Summersville Lake.
The gaps are the ones you would want filled on a hot Saturday. No pool opening hours for either state park. No lifeguard information for the state park pools, only the statement that Lake Sherwood's beaches have none. No water quality information for any of the four, and no detail on how far the September drawdown pulls the water back.
Split the calls three ways. The Monongahela National Forest handles Lake Sherwood, beaches and booking window included. WV State Parks handles Moncove Lake, Tomlinson Run and Summersville Lake State Park. The US Army Corps of Engineers manages the reservoir itself and Battle Run Campground, so drawdown timing and lake rules go there.
